German historian. DPhil., Berlin, 1838. Habilitated in history, Bonn, 1840; professor, 1844. Professor of history, Marburg, 1845; Munich, 1856; Bonn, 1861–75. A member of various legislative bodies between 1850 and 1880. Director of the Prussian state archive from 1875.
