Francis Galton, the referee, reported on 12 February 1877: ‘Baron Mueller’s hope that a Geographical Congress could frame rules for Geographical nomenclature “to which the whole world would bow” seems to me too Utopian. I do not think the communication deserving of being printed.’One of M’s visiting cards is pinned to the manuscript.
