My dear Sir

I am sorry to say I cannot do what you desire, but for many years past I have declined giving a single certificate. It is a rule I cannot now depart from & in the present case I have already had to deny three applications2[.]

This was Penny's application for the Professorship of Chemistry at Edinburgh University to which William Gregory (1803-1858, DSB), Professor of Chemistry at King's College, Aberdeen, was elected.
