Sir,

Though I desire generally to avoid the expression of opinions that may partake of a professional character, yet I have no hesitation, on your application in such a matter as that you submit to me, to depart from my rule with regard to Clauses 10 and 16 of the proposed Act2, and Mr. Braidwood’s3 Report thereon4. I shall have said sufficient when I reply, that I agree with him in all the points he has referred to.
