I find the minute of the Board requesting you to treat Major Fitz-Maurice’s communications with strict confidence has not been carried out, - I have therefore thought it most advisable with reference to our conversation yesterday, to send you the accompanying Letter1 informing you of it,- and any observations you may think it right to offer will take their place in due sequence-
