I beg permission through you to submit to the President of the Board of Trade1 the copy of a correspondence which has arisen between the Revd. Dr. Robinson and myself.

My reasons are that the correspondence had its origin in the action of the Board of Trade & Trinity House

That I have said for the Board of Trade & the Trinity House what I hope & believe to be consonant with their views and feelings (see Marginal references 8.17.[)]

That an injustice has been done to me in the Athenaeum2 through Dr Robinsons report of the Committee on Fog signals (see 3.12[.)]

That desiring to be fairly reported and to have my letter appear conjointly with Dr. Robinsons report, I find that that could not be granted me by him (See 4.5.6.9[)]

I earnestly wish, if Parliament should desire any return of papers on this matter, that I may thus obtain my wish, and that the whole of the accompanying letters may enter into one return, conjoint with Dr. Robinsons memorial3 and report. 6.19

These letters contain my clear and strong opinion of the manner in which the British Association Committee can best carry out & cause to be carried out the great object which it advocates, and justify the plan & the programme which it through Dr. Robinson recommends. 1.2.7.10.11.13.14.15.16.17.18.
