I have the honor to solicit, that a quarterly advance may be placed at my disposal of the sums voted for the purchase of plants and for incidental expenses of this establishment

I also pray, should this proposal receive your Honor's sanction, to be instructed, whether it will be deemed sufficient to furnish quarterly an abstract of the accounts arising from the expenditure of these votes.
