With reference to your Report for June1 in which you recommend that the office of "Bailiff" connected with the Garden be abolished I am to inform you that there is no such appointment in the Estimates as that of Bailiff — The man you allude to must be paid as a Gardener or Laborer & as you have the entire control of this class you require no authority from this office to enable you to carry out the arrangement you propose.
