Referring to your letter of the 22nd February I have the honor to request that you will be good enough to give instructions for a selection of Shrubs plants & Seeds to be delivered to Mr Thos Haines or his order on behalf of the Municipal Council of Warrnambool.

I have written Mr H telling him to apply at the Botanical Gardens.

The Council wrote to J. M. Chisholm in Melbourne asking him to act as their agent but he declined recommending Thomas Haines, a Melbourne agricultural seedsman, in his place, (Minute book 3). Raingill wrote to Haines on 27 May 1859 offering him the agency and requesting: 'that you will forward the enclosed letter to Dr Mueller "Government Botanist" directing your messenger to ascertain when the plants &c will be ready for delivery?' (Letter copy book 2, pp. 48-9).

Haines accepted the agency, and arranged for the shrubs etc. obtained from M to be forwarded to Warrnambool by steamer (Minute book 3).
