On 6 August 1859 the Under Secretary, J. Moore, noted that M had not signed the account. Moore asked of Treasury on 23 August: 'May I ask against what authority the account was charged? It should have been returned to this office for completion'. The Under Treasurer, E. Symonds, gave the authority on 25 August.
