I am directed by the Governor to forward to you the enclosed documents,2 which His Excellency has this day received, and to request you to call the attention of the Members of the Philosophical Institute to Mr Samuel's3 application for scientific Papers, and to the desirableness generally of establishing friendly relations with the Society of Arts and Sciences in the neighbouring island of Java.

On 28 March 1859 the Director and Librarian of the Society of Arts and Sciences, Batavia, Mr Munnich, wrote to the British Consul in Batavia, A. Fraser, soliciting his assistance in establishing friendly intercourse between the Society of Arts and Sciences and scientific institutions in the Cape of Good Hope and Australia. Fraser forwarded a copy of Munnich's letter to the Governor of Victoria, H. Barkly, on 13 June 1859. See Transactions of the Philosophical Institute of Victoria (1860) pp. xxv-xxvi.
