M initially requisitioned the fencing in M to G. Horne, 23 September 1859 (in this edition as 59-09-23a), but in C. Ligar to M, 3 October 1859, he was informed that there was not enough money in the budget to cover the cost. The present item is evidently a new, revised requisition; but in C. Ligar to M, 15 October 1859 (in this edition as 59-10-15b), and again in C. Ligar to M, 15 October 1859 (in this edition as 59-10-15c), he was informed that his proposal and a subsequent clarification were each contrary to the rules.
