M's letter was referred to the Inspector General of Public Works, C. Pasley, on 3 November, annotated: 'As chairman of Board with letter of appl [...]'. A deputation of the residents making the application met the Chief Secretary on 30 March 1860 ('Deputations to the Chief Secretary', Argus, 31 March 1860, p. 6; 'Bathing site on the River Yarra', Age (Melbourne), 31 March 1860, p. 5), shortly after which M was sent a copy of a letter to Rev. Fenner, the correspondent for the applicants, notifying him of the members of a group appointed to report on the application (T. Balmain to M, 12 April 1860).

On 29 August 1859, certain residents of the south side of the Yarra River sent a memorial to the Chief Secretary 'praying that permission may be given to erect a Bathing House on the land indicated on the plan'. The memorial was referred to the Department of Crown Lands and Survey on 1 September, which in turn sought M's opinion; see M to G. Evans, 3 September 1859, and M to G. Evans, 9 September (in this edition as 59-09-09a). The file was returned to the Chief Secretary on 22 September, from where it was again referred to M on 12 October annotated: 'any good grounds for refusal' (No. 8839, vol. 1859 M, VPRS 1168, Public Record Office, Victoria).
