On 29 August 1859 certain residents of the south side of the Yarra River sent a memorial to the Chief Secretary 'praying that permission may be given to erect a Bathing House on the land indicated on the plan'. The memorial was referred to the Department of Crown Lands and Survey on 1 September and returned to the Chief Secretary on 22 September. The memorial was referred to M on 12 October annotated: 'any good grounds for refusal' (No. 8839, vol. 1859 M, VPRS 1168, PROV).
