i.e. Chief Secretary's minute. On 28 February 1861, J. Williams wrote to Heales asking for permission to hold a morning concert at the Botanical Garden in aid of the Orphan Asylum. The file indicates that Williams's letter was referred to M on 7 March 1861, but the content of the minute is not revealed. M was away at this time, on an expedition into the Victorian Alps, and did not return to Melbourne until 23 March.
