The Trades Council fete was not held at Royal Park but after the procession that finished at 'the Zoological Gardens on the banks of the Yarra' (Age (Melbourne), 25 April 1864, p. 5), i.e. the North Grounds of the Botanic Garden where animals had been held before they were moved to Royal Park earlier in the 1860s.
