I have the honor to request that you will be pleased to issue Authorities for this Department for expenditure under the heads of

Purchase of Plants

Travelling Expenses.

Until now I have only received Authorities for Salaries and for Wages, and I have been asked by contractors to pass their accounts, since they had been paid for goods supplied to other Departments.1

I have the honor to be

Sir

The Under Secretary

Parliament did not approve the budget for 1870 until 21 May 1870 (Victoria, Votes and Proceedings of the Legislative Assembly session 1870, vol. 1, p. 86), and M needed approval to spend ahead of the Vote.
