Memo.

 

With reference to Dr. Mueller's note of yesterday's date1 inclosing letter to the Editor of "The Argus" I am desired by the Chief Secretary to call Dr. Mueller's attention to the 21st. Civil Service Regulation and to say that Sir Jas. McCulloch considers that officers had far better devote themselves to the duties of their offices and not to newspaper correspondence.

I am further to point out that all communications to this Department on Public Business should be by official letter to the Chief Secretary
