editiorial addition.
M to J. Francis, 4 August 1873, requested authority to expend funds. The numbers in the left-hand column are the authorities to enable expenditure against the budget lines shown.
The amount voted by Parliament on 17 June for this item was £300 (Victoria, Votes and proceedings of the Legislative Assembly, session 1873, vol. 1, p. 46). In his request, M asked for authority for 'such portion of the votes … as you may deem desirable'; in this memorandum, only six months' expenditure on items other than his salary was approved. However, individual requisitions for items were made and approved in the second half of the financial year; see for example, M to James Francis, January 1874 (in this edition as 74-01-00).
