Parkes, K.C.B., Her Britannic Majesty's Envoy Extraordinary to the Court of Japan' (i.e. Sir Harry Smith Parkes (1828-1885)). In Parkes's case, he was requested to deliver the seeds to the Japanese Minister of the Interior.
