Secretary, i.e. Secretary of State for the Colonies.
The Historical Collection of The Colonial Ofice (later Foreign and Commonwealth Office) Library, now at Foyle Special Collections in King's College London Library, has a copy of R. W. E. MacIvor, The Chemistry of Agriculture (1879), which contains B79.11.03; a copy of B79.13.10 is also there as B82.13.21, and it is possible that the Colonial Office library discarded the earlier stand-alone version.
Letter not found; item is a register entry only, of a letter dated 17 July 1880.
