On 14 November 1890 J. Mackenzie, Secretary, Public Service Board, wrote to T. Wilson, Under Secretary, Chief Secretary's Department: 'With reference to the vacant position of 3rd Herbarium Assistant in the office of the Government Botanist, I have the honour, by direction, to inform you that Mr W. C. D. Dewer, Junior Messenger in the Trade and Customs Department declines the appointment, and I am to ask whether you have any suggestion to offer in respect of such position. I am to invite your attention to Section 46 of Act No. 1133.' MS annotation in an unknown hand on 18 November: 'No action necessary says Mr Redd[…] as the Board are nominating a person to fill this vacancy.' (Q90/11948, unit 560, VPRS 3992/P, PROV).
