From Ferdinand von Mueller to Thomas Anderson Stuart   [Sep 1892]

I have been very pleased, dear Professor, that the Baron von Berg has been made an honorary member of the Medical Congress, so that he may worthily represent our Russian colleagues on this high occasion. To-day I wrote to this distinguished nobleman1 to say that the Congress might do an important and practical thing in requesting all the Governments of Southern Asia to make full regulations and take permanent precautions against cholera, so that the same danger may not obtain of this fearful disease always developing itself afresh in these lands, and of its thence spreading. Such an appeal would come with much influence from the Sydney Congress, and would certainly be effective. Baron Berg, helped by you, indeed, could himself undertake the matter.2

The report of the resolution of the Public Health section of the Congress is printed below the extract from M's letter:

That the public health section is of opinion that the proposal made by Baron von Mueller, F.R.S., gives expression to a need in relation to the prevention of cholera of the most pressing kind, and wishes the Baron von Berg every success in any efforts he may make towards that end in the direction indicated by Sir Ferdinand von Mueller; but they are unwillingly compelled to see that the matter is one of international concern in which it is unsuitable for them to formally interfere.
