My Dear Sir,

On February 28th you kindly asked me to write to you again in about two months' time, with reference to your writing the Tract upon "Social Environment and Moral Progress" for the series of Tracts upon the Regeneration of the Race, to be published by Messrs. Cassell & Co.3 I hope the way is now clear enough for you to promise to write that Tract. I should not require the MS. before the end of the year, and I think I could wait until the beginning of the next, but the publishers are anxious to announce a whole series as early as possible.
