I have not seen the "Times" on Darwin; but, from the extract you give I think the writer must be Dr. F. A. Bather1 of the Nat. Hist. Museum, who I know writes the Biological articles for the "Times", and whose ideas are very vague, and often founded— as this one seemed to be— on an "If".

Francis Arthur Bather (1863-1934). Geologist. Deputy Keeper of the Department of Geology in the British Museum (Natural History) from 1902 to 1924. He was then Keeper from 1924. He also served as President of the Geological Society.
