As I think the preliminary statement of Qualification ^{(in the opinion of the signatories)} is perhaps the most important part of the Certificate, I enclose you draft of what I propose to say, if you think there is nothing in it that will prevent your getting a sufficient number of signatures. It exactly expresses my opinion of Lloyd Morgan's² work, — but make any alterations or suggestions you like, & I will then note fill up and return the Certificate.
