As I think the preliminary statement of Qualification (in the opinion of the signatories) is perhaps the most important part of the Certificate, I enclose you [a] draft of what I propose to say, if you think there is nothing in it that will prevent your getting a sufficient number of signatures. It exactly expresses my opinion of Lloyd Morgan's1 work, — but make any alterations or suggestions you like, & I will then note fill up and return the Certificate.
