Dear Sir,

With reference to your letter of Dec. 30 to the "Times" in which you state that the "total number of paupers of all classes, as well as our able- bodied paupers taken separately was at its highest", I presume you refer to the average number in the years named was higher than the average number of say the last ten years. Further, can it be with reason argued that the result of the commercial [2] propriety in the years you name was only seen, as far as the working-classes are concerned, at a later period? I thoroughly agree with the principle you lay down, but should like your answer to the above. Allow me, while writing, to thank you for your able and interesting correspondence and articles on the Land Question.
