My dear Sir
I am much obliged for your letter, and I have noted your suggestions for the consideration of the Select Committee which I hope to induce the Government to appoint to inquire onto postal reform.
The regulations in the Postal Guide [2] are drawn up in the interests of the Department. The principles of interpretation are apparently reductable to two: — (1) Read the regulations as unfavourable to the public as possible and (2) Never alter a decision when once pronounced.
Your special reference to fines I have had little complaints about — potentially from Australia when the postage was 6d defining 6d, fine 6d.
