With reference to yr L's "Separate" Desp: of the 10th of August instructing Mr Herne's3 to request permission for Mr. Alfred Wallace to visit the Dutch settlements in the Eastern Seas on a scientific expedition I have the honor to transmit herewith the copy of a note I have received from the Secretary General of the Dutch Foreign Office, inclosing an introduction for Mr. Wallace to the Governor General of Netherland India & stating that a duplicate of this letter has been forwarded to India by the ordinary channel.
