With reference to Y[our] L[ord]'s "Separate" Desp[atch]: of the 10th of August instructing Mr. Herne's3 to request permission for Mr. Alfred Wallace to visit the Dutch settlements in the Eastern Seas on a scientific expedition I have the honor to transmit herewith the copy of a note I have received from the Secretary General of the Dutch Foreign Office, inclosing4 an introduction for Mr. Wallace to the Governor General of Netherland India & stating that a duplicate of this letter has been forwarded to India by the ordinary channel
