[July 1870.]

I hope that you will be able to attend1, and that you will propose, as an addition to the programme, the important point which you suggested in your letter to me, viz., the right of the State to take possession (with a view to their preservation) of all natural objects or artificial constructions which are of historical, or artistic interest. If you will propose this I will support it, and I think there will be no difficulty in getting it put into the programme, where undoubtedly I think it ought to be.2

J. S. Mill refers to a general meeting of the Land Tenure Reform Association held at the Freemason's Tavern on 9 July 1870. (Wallace, A. R. 1905. My Life: A Record of Events and Opinions, 2 vols. London, UK: Chapman & Hall, Ltd, pp.235-6).
ARW's proposal was subsequently adopted as article X of the Programme. (Mineka, F. E. & Lindley D. N. 1972. The Later Letters of John Stuart Mill 1849-1873. Toronto: University of Toronto Press, p.1741).
